ubsan: Tighten UBSAN_BOUNDS on GCC
The use of -fsanitize=bounds on GCC will ignore some trailing arrays,
leaving a gap in coverage. Switch to using -fsanitize=bounds-strict to
match Clang's stricter behavior.
