xhci: hisilicon: support HiSilicon STB xHCI host controller
This commit adds support for HiSilicon STB xHCI host controller. There are two xHCI host controllers on HiSilicon STB SoCs. Each one requires additional configuration before exposing interface compliant with xHCI.
