mm: create FOLIO_FLAG_FALSE and FOLIO_TYPE_OPS macros
Following the separation of FOLIO_FLAGS from PAGEFLAGS, separate FOLIO_FLAG_FALSE from PAGEFLAG_FALSE and FOLIO_TYPE_OPS from PAGE_TYPE_OPS.
