[ALSA] Decentralize PM control
Modules: ALSA Core,Control Midlevel,/oss/Makefile
Remove the centralized PM control in the sound core.
Each driver is responsible to get callbacks from bus/driver now.
SND_GENERIC_DRIVER is removed together with this action.
