Constify a number of static struct resource. The only usage of the
structs are to assign their address to the resources field in the
mfd_cell struct. This allows the compiler to put them in read-only
memory. Done with the help of Coccinelle.

Move from i2c_new_dummy() to devm_i2c_new_dummy_device(). So, we now get
an ERRPTR which we use in error handling and we can skip removal of the
created devices.

The Kconfig currently controlling compilation of this code is:
drivers/mfd/Kconfig:config MFD_TPS80031
drivers/mfd/Kconfig: bool "TI TPS80031/TPS80032 Power Management chips"
...meaning that it currently is not being built as a module by anyone.
Lets remove the modular code that is essentially orphaned, so that
when reading the driver there is no doubt it is builtin-only.
We explicitly disallow a driver unbind, since that doesn't have a
sensible use case anyway, and it allows us to drop the ".remove"
code for non-modular drivers.
Since module_init was not in use by this code, the init ordering
remains unchanged with this commit.
We don't replace module.h with init.h since the file already has that.
Also note that MODULE_DEVICE_TABLE is a no-op for non-modular code.
We also delete the MODULE_LICENSE tag etc. since all that information
is already contained at the top of the file in the comments.

As of commit 03e361b25ee8dfb1fd9b890072c23c4aae01c6c7 ("mfd: Stop setting
refcounting pointers in original mfd_cell arrays"), the "cell" parameter of
mfd_add_devices() is "const" again. Hence make all cell data passed to
mfd_add_devices() const where possible.

CONFIG_HOTPLUG is going away as an option. As a result, the __dev*
markings need to be removed.
This change removes the use of __devinit, __devexit_p, __devinitdata,
__devinitconst, and __devexit from these drivers.
Based on patches originally written by Bill Pemberton, but redone by me
in order to handle some of the coding style issues better, by hand.

TPS80031/ TPS80032 Fully Integrated Power Management with Power
Path and Battery Charger. The device provides five configurable
step-down converters, 11 general purpose LDOs, USB OTG Module,
ADC, RTC, 2 PWM, System Voltage Regulator/Battery Charger with
Power Path from USB, 32K clock generator.
Add the mfd core driver for TPS80031/TPS80032.
