This converts the following to Kconfig:
CONFIG_SKIP_LOWLEVEL_INIT
CONFIG_SKIP_LOWLEVEL_INIT_ONLY
In order to do this, we need to introduce SPL and TPL variants of these
options so that we can clearly disable these options only in SPL in some
cases, and both instances in other cases.

Since mt7620 is added into Kconfig, the CONFIG_SOC_MT7628=y which is
omitted by default must be added back, otherwise make xxx_defconfig for
these boards will be configured for mt7620 platform.

Small patch to add support for VoCore/VoCore2 board.
VoCore is open hardware and runs OpenWrt/LEDE.
It has WIFI, USB, UART, 20+ GPIOs but is only one inch square.
It will help you to make a smart house, study embedded system
or even make the tiniest router in the world.
