The device_probe() function does the same thing as mtd_probe() and
mtd_probe() is only used in mtd_probe_uclass_mtd_devs(), where the
probing can be made simpler by using uclass_foreach_dev_probe macro.

This patch adds a prototype for the weak function
board_mtdparts_default().
It solves one warning when compiling with W=1 on stm32mp1 board:

There should not be a 'nand' command, a 'sf' command and certainly not
a new 'spi-nand' command. Write a 'mtd' command instead to manage all
MTD devices/partitions at once. This should be the preferred way to
access any MTD device.

The user might want to trigger the probe of any MTD device, export these
functions so they can be called from a command source file.

include/mtd.h might be included by files even if CONFIG_DM is not
enabled. In this case, the call to dev_get_uclass_priv() would trigger
a build error. Because this helper has no user, let's drop it off.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Implement a Memory Technology Device (MTD) uclass. It should
include most flash drivers in the future. Though no uclass ops
are defined yet, the MTD ops could be used.
The NAND flash driver is based on MTD. The CFI flash and SPI
flash support MTD, too. It should make sense to convert them
to MTD uclass.
