These headers follow the pattern:
| #if CONFIG_IS_ENABLED(FANCY_FEATURE)
| void foo(void);
| #else
| static inline void foo(void) { return -ENOSYS; }
| #endif
In the #else path ENOSYS is used, however linux/errno.h is not included.
If errno.h has not been included already the compiler errors out even
if the inline function is not referenced.
Make those headers self contained.

Implement power_domain_get_by_name() convenience function which parses
DT property 'power-domain-names' and looks up power domain by matching
name.

Certain drivers want to attach private data corresponding to each
power domain. This data might be specific be to the drvier. So add
a priv entry into the power_domain structure.

There are cases where there are more than one power domain
attached to the device inorder to get the device functional.
So add support for enabling power domain based on the index.

When U-Boot started using SPDX tags we were among the early adopters and
there weren't a lot of other examples to borrow from. So we picked the
area of the file that usually had a full license text and replaced it
with an appropriate SPDX-License-Identifier: entry. Since then, the
Linux Kernel has adopted SPDX tags and they place it as the very first
line in a file (except where shebangs are used, then it's second line)
and with slightly different comment styles than us.
In part due to community overlap, in part due to better tag visibility
and in part for other minor reasons, switch over to that style.
This commit changes all instances where we have a single declared
license in the tag as both the before and after are identical in tag
contents. There's also a few places where I found we did not have a tag
and have introduced one.

Many SoCs allow power to be applied to or removed from portions of the SoC
(power domains). This may be used to save power. This API provides the
means to control such power management hardware.
