In order to make it easier to move on to dropping common.h from code
directly, remove common.h inclusion from the rest of the header file
which had been including it.

When calling srand_mac we use a weak seed dependent on the
mac address. If present, use a RNG device instead to incerase entropy.

Previously seeded by obtaining mac addr from env. If mac addr was
never set, rand would output 0. This fix obtains the mac addr
from driver instead.

Replace rand() with the functions from lib/. The link-local network code
stores its own seed, derived from the MAC address. Thus making it
independent from calls to srand() in other modules.

Make the MAC-seeded random number generator available to /net in
general. MAC-seeded rand will be needed by link-local as well, so
give it an interface.
