Convert CONFIG_SPLASH_SCREEN et al to Kconfig
This converts the following to Kconfig:
CONFIG_SPLASH_SCREEN
CONFIG_SPLASH_SCREEN_ALIGN
CONFIG_SPLASHIMAGE_GUARD
CONFIG_SPLASH_SOURCE
