cmd: make MTD commands depend on MTD
Defconfigs have been fixed, now we can add proper dependencies in Kconfig. SPI FLASH is still not dependent on MTD (deeper rework needed). Signed-off-by: Miquel Raynal <miquel.raynal@bootlin.com>
